10. What governmental or administrative
authorisations are required to construct and operate distribution networks?
The
electricity distribution activity is subject to licensing, the procedure being
described in details in Section 3 above.
11. Who is eligible to obtain access to the
distribution grid and what are the requirements that must be met to obtain
access?
The
Transmission and/or Distributor Companies are obliged to connect any
electricity consumer in the corresponding territory, who:
1. has
electrical equipment constructed within the boundaries of its estate, which
satisfy the technical and operational safety requirements;
2. satisfies
the conditions for connection to the transmission and/or distribution network,
and;
3. has
signed a written agreement with the Transmission or Distributor Company, at a
connection price determined in accordance with the respective ordinance.
The Distributor Company may connect an electricity consumer located in the
territory of another Distributor Company with SCEWR’s permission, wherever that
is technically and economically advisable and in the interest of consumers.
12. Is there any tariff or other regulation
regarding the rates, terms or conditions for the provision of distribution
services?
The terms and procedures of connection to the transmission or distribution network
and of signing the agreements is subject to detailed regulation in a special
purpose ordinance.
High
and medium voltage electrical equipments used to deliver electricity to a
single consumer of electricity for commercial purposes are constructed at its
expense and become its property. Low voltage electrical equipment located in
consumer property outside the property boundaries of the facilities are built
at the consumers’ expense and are owned by the latter.
Consumers should provide to the Transmission or Distributor Company, access
through their own installations and facilities for the purpose of electricity
transformation and transmission to other consumers. An access price shall is
determined under a method approved by SCEWR.
The Transmission and Distribution Companies have to provide to persons, who
satisfy the legal requirements for connection, access to the transmission and
distribution networks on equal terms. The Transmission and/or Distributor Companies
may deny access only where such access could result in deteriorated technical
conditions and safety of networks or in deterioration of supply to other
consumers.
